A.         FERNANDO VALENZUELA HOWEVER!  Further research reveals that Julian Javier exceeded Valenzuela’s number with 16 ABs w/o a K and so is the correct answer to the question.  Fernando still satisfies the hints and fits the week’s theme.  [N.B. I, not Robert Tannenbaum, wrote that question in a spasm of over-editing.)
